Governments of all the countries have tried to offer some level of welfare to the poor by establishing Benefit Distribution Programs. Even though these programs have expanded on an extensive scale, reducing the cost of administration and increasing their effectiveness (by better targeting, eliminating fraud and corruption, reducing the number of intermediaries) has been a key challenge for all governments. The use of technology has improved benefit administration considerably. We have evolved from expensive paper tokens used in US food stamps printed at the mint to minimize fraud, to electronic transfers which enables direct transfer to the beneficiaries’ bank account under India’s Direct Benefit Transfer scheme. Despite the tremendous strides by DBT in eliminating inefficiency, the system still suffers from many problems which can be solved using blockchain technology.
